How to make public libraries in the new environment?

Beginning with the reform of public sector, from our point of view, the logic of the public library in the country. In the past two decades, the development proceeded under the banner of freedom of access to information, knowledge and cultural values ​​(n. 2 items. 44 of the Constitution, the preamble to the Federal Law on Librarianship ). Obviously, the payment for library services to restrict this freedom, especially in Russia, where at the end of the XIX century and throughout the Soviet period, the library service was free, and people got used to it for a long time.
